I not only run TIES, I'm the web designer/maintainer as well. If you like the looks of the web site (see my signature), perhaps I can help you.

Be warned, I'm something of a purist - XHTML, very little javascript, no frames, no tables unless you're presenting information that should be in a table, no cute tricks that work better in a particular browser. I prefer scalable design that'll be navigable for special cases - the vision-impaired, handhelds, etc.

I am a web am graphic designer for desktop publishing and living in Moscow. If you do domain registration and provide web srorage space, I can do web design for you. You can register domain name and get web storage space yourself through internet. After getting domain and web storage space yourself, we can discuss the designing format through email and the materials for desiging can be send to me by email.
