State regulation is already in place for many. State wide licensing requirements should be as well and are likely to be federally mandated and state regulated in the near future.Regulations, registration, inspection, and sterile/sanitary requirements for tattoo artists (any tattoo salons also provide piercings), body modification/piercing artists & cosmetologists. Licensed cosmetologists are legally able perform piercings & in Massachusetts, Rhode Island, & Florida to name three that i know of personally. ALL salons (tattoo establishments as well) are subject to state inspection. Many states have web sites which list any who hold licenses to run salons in their state. These web sites allow a simple search by name to check the status of a person's license, and/or report unsatisfactory works performed.
my main choice of work is with hair. As a board certified licensed cosmetologist of the state of MA, i am experienced and legally able to perform piercings. i do not provide piercings currently (i have in the past) as the salon i work for currently does not provide the service.
Many cosmetologists further their knowledge and areas of expertiese by attending classes regularly once licensed, which further their education & training. ALL states mandate that all cosmetologists MUST renew their licensure. MANY states MANDATE that cosmetologists MUST attend seminars and classes anually or bi-anually in order to renew their licenses. The Massachusetts Division of Registration, Regulation and Licensure for the board of Cosmetology performs unannounced inspections of salons regularly. i would expect and hope that once piercing & tattooing artists are required to be licensed across the states, the regulatory procedures & standards of inspections will closely mimic those already in place for cosmetologists.
Piercing falls under the regulations of "body modifications, body art, & skin penetration". Those keywords as well as the words "regulations, licensure, & registration + YOUR STATE" should in most cases lead you to the appropriate information regarding piercings provided by your particular state's division of registration & licensure.
A simple search of google will provide current information regarding licensure & registration, inspection, and sanitary requirements for all states, as mandated by the FDA:
