It's called the Voltaic Effect. Any time you have two dissimilar metals in contact in a conductive environment (moist and salty like the inside of your mouth, is a perfect example) you create a tiny Voltaic Pile, or a simple battery. Due to the difference in electrochemical potential of the dissimilar metals, there is a flow of electrons from one to the other which hits the nerve in your tooth and your brain interprets that signal as pain.
