b) She was created by a magical potion. The female smurf was created by the mad scientist, Gargamel. He created her to try to lure the other smurfs to their doom. Obviously, this backfired. As a result she's the only female smurf.

All other smurfs are magically created... something to do with blue moons over blue mushrooms on blue Sundays... or something like that.
