Queens of Pegu, Cambodia and Siam ordered circular devices called rowels to be attached to the ends of penis inserts to discourage men from engaging in sodomy and pederasty. Basically what this poster is talking about is a piercing of the little 'arrowhead' shaped tag of skin on the bottom of the penis just behind the glans (found a pic, but, as usual, coudnt get the frippin thing to upload - sorry) Hope this helps
